Fluoridation of Water Supply

Thank you for your emails of 3 and 9 December 2012 requesting further details about the use of fluoride.  Your further specific request for additional information is summarised as follows;

  • Details of our Supplier,
  • Type of Fluoride added to the water supply,
  • Council’s actions to ensure the amounts used are not dangerous,
  • Safeguards to protect the environment,
  • Copies of the latest water testing, and
  • Use of fluoride in Shoalhaven’s water supply

I am not in a position to provide the details of Council’s purchases of its chemical products at this time owing to commercial sensitivities which may disadvantage Council in future competitive tendering processes. I can advise however that Council uses Australian companies with commitment to quality under ISO9001:2008 and who provide a product which conforms to the Australian Drinking Water Guidelines.

Shoalhaven has 4 distinct water supply systems in operation within the city.  Sodium Fluoride (Kangaroo Valley Supply) and Sodium Silicafluoride (Bamarang, Flatrock and Southern) is used as applicable.

Fluoridation of public water supplies in New South Wales (NSW) is regulated by the Fluoridation of Public Water Supplies Act 1957, and the Fluoridation of Public Water Supplies Regulation 2007. The NSW Fluoridation Code of Practice 2011 forms part of this regulatory framework and it is NSW Health Policy to continue water fluoridation. Shoalhaven Water is required to fluoridate its supplies to a level determined by NSW Government Health. Water testing is undertaken to ensure compliance with NSW Government Health.  I have included for your information the NSW Government Factsheet in this regard and recommend that you contact the Public Health Unit regarding your concerns about safety from its use.

Thank you for responding to my concerns about the fluoridation of our water supply.

You suggest I contact the NSW Health Department if I am not satisfied with your responses, however there are still a number of issues I need resolved by the Council before I do. As your reply has only heightened my concerns, I will address your comments as follows:

I am not in a position to provide the details of Council’s purchases of its chemical products at this time owing to commercial sensitivities which may disadvantage Council in future competitive tendering processes. I fail to understand the reason you have given for not providing me the names of the suppliers. I am not interested in competing with these companies, only wanting to know who is responsible for providing the S7 poison going into my drinking water. No doubt I could make a FOI application in order to obtain the names of these companies. However, it is apparent from the type of fluoride they are supplying, and the level of heavy metals shown in the water analysis you have provided, they are engaged in the phosphate and aluminum industries, see:

If I am wrong in making this assumption, please provide reasons why I am mistaken. As it would cost these companies millions of dollars to legally dispose of the highly hazardous waste chemicals, please advise whether the council is actually paying for the privilege of dumping it into our water supply. If so, please advise how much it is costing each household in rates to have this poison delivered into their homes as tap water.

While you use the generic term “Fluoride” in your response, it is apparent this is not the fluoride that occurs naturally in water supplies that is being dumped into our water supply.  Calcium Fluoride occurs naturally in water and is purported to prevent tooth decay. Sodium Fluoride is a toxic waste by-product from the production of phosphate and aluminum. Sodium Fluoride is a rat poison and I fail to understand how something that kills rats would have health benefits by ingestion. Sodium Silicafluoride is a highly hazardous waste chemical and it is illegal to dump this waste into our oceans and streams. Again I fail to understand how such a poison prevents tooth decay.

Thank you for providing me with the latest water testing sheets. An examination of these documents clearly shows that apart from the hazardous toxic waste chemicals of Sodium Fluoride and Sodium Silicafluoride there are a number of heavy metals, such as lead, arsenic, mercury, aluminum, etc. being dumped into our water supply, each of which can cause serious illnesses. My main concern here is the fact that Sodium Fluoride is reputed to seek out and bind with heavy metals it comes into contact, such as lead, aluminum, cadmium, etc. For more information concerning this matter, go to:

I find it incredible the EPA would issue the council with a licence to add Sodium Fluoride and Sodium Silicafluoride to the water supply when it is illegal to dump these highly hazardous waste chemicals into the ocean. As only 1% of the water supply is for drinking purposes, the other 99% must end out up in our soil, rivers, and oceans without adequate safeguards. Presumably at the time of applying for the licence, the council did provide the EPA with a strategic plan, outlining the safeguards it would instigate to protect our precious soil, rivers and oceans. Pleased provide me with a copy of this plan and how it is being implemented by the council to protect our environment.

Thank you once again for providing me with the latest copies of the water testing undertaken by the council. Having examined these results it is apparent our water supply contains highly hazardous waste chemicals (Sodium Fluoride and Sodium Silicafluoride) together with extremely dangerous heavy metals, all of which are a serious health risk.

To assert:

is indefensible and ludicrous. Particularly when the ADGW allows the council’s water supply to remain contaminated with poisons, known to cause great harm to humans and the environment.

I note in your reply you failed to address my concerns about residents being affected by Sodium Fluoride Poisoning by overdosing. Please advise what safeguards are in place to ensure no residents are experiencing any harmful side effects from ingesting these chemicals. My research and enquiries confirm the fluoride in our water supply does not prevent tooth decay (it is Calcium Fluoride, not Sodium Fluoride that is purportedly effective when applied directly to the teeth, not ingested). It is in reality a highly hazardous toxic waste going into water supplies and consumers are not being informed about this.  Every other food and drink manufacturer is required by law to inform consumers of the ingredients of the products they are selling. As the council is clearly changing the composition of our drinking water, why is there no warning on our rate notices, informing residents they are ingesting highly hazardous waste chemicals and run the risk of Sodium Fluoride Poisoning, see:

As Director of the Shoalhaven Water Supply you have a duty of care toward the residents by ensuring the council delivers safe, good quality water. If you continue to participate in the Fluoride deception by simply referring concerned residents to the NSW Health Department Fact Sheets and their propaganda you are doing those you are supposed to serve a great injustice. As you have suggested, I intend to take my concerns to the NSW Health Department once you have responded to these matters and I would rather have your support when dealing with those responsible for this hoax. This is a serious matter for everyone living in this country exposed to the dreadful consequences of fluoride in our water supplies and it must be stopped. It also affects you and your loved ones, as well as all residents of the Shoalhaven.

I do respect the fact you are being forced to add poisons to our water supply by the NSW Health Department but this fraud has been going on for more than 50 years and has caused an untold amount of pain and suffering for all those living in the country.

I look forward to hearing from you again about my concerns for my loved ones, as well as all other residents. I would also appreciate your support in dealing with this matter.

Dear Sir/Madam

At their request, I recently conducted an on-line survey about the quality of my Council’s water supply.

Before responding to the survey, I did some research on Fluoridation and on the basis on this research, I raised concerns about Sodium Fluoride (S7 poison) being added to the water.

From the reply I received from the Council, my understanding is Councils are required by law to add this poison to our water. As this is a requirement of the NSW Health Department, please advise:

Whether it is Calcium or Sodium Fluoride that you required to be added to our water supply?

What is considered to prevent tooth decay, Calcium or Sodium Fluoride?

Whether the Fluoride added to the water supply is of food grade or industrial grade quality?

Whether your Department or the Therapeutic Goods Administration has ever been required to test the claim that fluoride prevents cavities? And if so, what type of fluoride?

Whether your Department has ever considered the concerns raised by the EPA in their Facts Sheets about severe dental Fluorosis, severe Skeletal Fluorosis and Skeletal fractures?

Whether your Department has collected any data concerning Sodium Fluoride Poisoning (S7 is an accumulative poison) in fluoridated communities? If so, where can I find it on your Website?

I have been advised by the Therapeutic Goods Administration that fluoride is not a therapeutic good. I have also been advised by council, the EPA has issued it with licences to add fluoride to our water supply, and under your direction the EPA is responsible for determining the safety of water containing fluoride. As fluoride in ingested through drinking tap water, please advise why the EPA is considered the Authority properly qualified to determine health issues relating to fluoride ingestion?

Whether your Department has ever been required to provide the EPA with any guidelines as to what constitutes a safe dosage of fluoride and how your Department ensures this dosage is not exceeded? When determining safety, please advise whether you are talking about Calcium or Sodium Fluoride.

Has your Department ever determined what is a safe dosage of Fluoride? If so, what type of fluoride and measures were taken to enforce these recommendations to safeguard the public?

As Fluoride is not only in the drinking water, but also in the food chain (processed foods and drinks are manufactured using tap water) . Furthermore, the general public also has exposure when bathing, washing hands, using toothpaste, dental fluoridation, fluoride tablets, etc. How has it been possible to safeguard Australians from overdosing on fluoride?

Are you familiar with Sodium Fluoride Poisoning? If not, why not? And if so what measures has your department taken to warn the medical profession and the general public of the consequences of Sodium Fluoride Poisoning?

How does drinking fluoride prevent tooth decay when it is only effective when used topically?

I would be grateful if you take these questions seriously as I do have a number of concerns about the way this poison may have affected my health over the years. I have been drinking tap water since the time it was introduced into the NSW water supply more than 50 years ago.

During that time, I have had a large number of teeth cavities, requiring fillings and extractions. Recently my dentist informed me that I have gum disease (my gums receding due to calcium deficiency). As Sodium Fluoride depletes the body of calcium I am concerned this may have a lot to do with my dental health issues. Furthermore, I was diagnosed with cancer at the age of thirty (1976) and suffered a heart attack in 2010. As Sodium Fluoride has been linked to cancers and hardening of the arteries, I am also concerned this poison may have impacted adversely on my health.

Some of the research I have done on fluoridation is contained in the attached document and correspondence with council, TGA and EPA.
